I think E.D. has more to do with not being able to get or sustain an erection. Not being able to orgasm is probably along the lines of some sort of orgasm disorder. If you're harder than Superman but you can't orgasm you don't have E.D. But don't quote me on that either, I'm not a sexual dysfunction pro.
The DSM-IV (book of psych disorders) has a thing for male orgasmic disorder (also know as "retarded ejaculation"). But that appears to look more at psychological effects. Dunno what someone would say just looking the physical aspect of the disorder.
