goto start, and All programs. at the top theres the windows update.
if it lets you download anything. theres a good chance it is something needed updating.
If not, make sure the account your using. is setup as a Admin account. or something close to it. make sure it doesnt have like parental controls on it.

Well, my other PC's internet is disconnected now, because my ISP had to transfer it, but I will go in and see about the admin account. I'm going to run the FFXI benchmark program on the Dell, if I get good results then I am just going to call the store from where I bought it from and see what they can do. Thanks though.

It works now. The place I brought it from brought me a new tower, and the internet is fine now.

It's a Dell Dimension 2400. I don't know the full specs, but it has a 40GB hard drive, 256 MB RAM (dont know which kind), a 2.4 ghz processor.
I don't know if I am going to keep it yet. The place I got it from is like a rental place, you rent it until you own, so I can bring it back any time. The stuff you get though is brand new, not used or anything. I am going to try it out for a while, see if I like it. If not I'll go with a Custom PC.

The Dell Dimension 2400 doesn't have AGP slots. But the guy at the store told me it did. @(*&#*

well it would only have 1 agp slot. theres no big slot above all the pci ones?

Well to be honest, I didn't look inside, but I was just at a website that gave the Dimension 2400 a review, and they said:
