I think circumcision is far more popular in the states than in Europe. I'm personally not circumcised, its just not something my family do and the idea has never really been up for consideration, and i think thats true for many English families. I was born with the skin there, it doesn't bother me in health or personal way, so there's no reason to have a doctor cut it off. But each to there own i guess.
I do think female circumcision is a real shame though, obviously a rare practice when compared to male circumcision, i don't know how often its done outside of a few African countries; and as far as i'm aware thats areas that retain the tradition its not necessarily common. If we're born with the ability to experience pleasure in a certain area of our body, i personally don't see the sense in denying ourself that pleasure.
Someone mentioned the Victorian attitude to circumcision, and thats not really representational of the time, certainly a period of dual lifes. Though this isn't all related to circumcision, the idea that the victorians were conservative is far from the truth. There was perhaps more prosistutes in England in the victorian era than any other period, people took more drugs on account of snuff boxes. Accepted public life and actual private life were very different.
As far as hygiene goes, i think it's been said already, but its really not as difficult to keep that area clean if one makes an effort. Especially when going out on a date, or when meeting up with a partner.
