You know, I used to have that problem quite frequently on my last install. I ended up changing my hardware enough (running it on a PC) that I just decided to reinstall and restore with a Time Machine backup. Now I don't have any issues, so I don't know what causes it.

It seems if I keep changing the view options enough, then it finally sticks, restart or not. My theory is that if you do it by right-click then it's only temporary, but if you click the cog icon on every folder, then it sticks. For example, I keep everything organized by Date Created. However, I could be totally wrong and it does it the opposite way with right-click sticking and the cog being temporary.
