Yeah, depends on the game, most games at least have some option for single-card multiplayer. Even the AGB had that with some games.

Mario Kart has single card multiplayer, but all tracks and characters aren't available as far as i know.

A good amount of tracks are available, but they can only play as Shy Guy. You can play as anyone you want, though.
