you could try booting to the last known good restore point or something. Hold CTRL when booting up.

See if that works.

Safe mode doesn't work. Unplugging his internet doesn't work. His XP CD doesn't work.
He thinks he might need some boot disk that an anti-virus can make...
Does anyone know how to make that?

Download AVG Anti-Virus from here. When you've installed the program open it and go to Service -> Create Rescue Disk. Make sure you've updated the virus database before creating the disk. That may or may not work since you're using it on his computer.
