Mysterious low-fiving Telemundo Midget

So I was flipping through channels last night around 3 am when I landed on the oddest thing. It looks like some kind of news broadcast, but the narrator is speaking Spanish and the people on screen are Asians. Anyway there's this one little asian dude that everyone else is huddled around watching. This guy goes up to people and slaps their outstretched hand. The people oo and awww like it's some kind of godd@mn magic trick. Did anyone else see this or maybe know what this was about? It's driving me bonkers.
