No, grammer does not matter... So long as its understandable. If your grammer is so bad people have no idea what your saying then it matters.
For most people however, no, it wouldn't make a difference if one used a complete sentence or commas, etc.
Some grammer = good
Perfect grammer = too much time on your hands
No grammer =  wtf did you just say?

You scoring 100/100 on your English college entrance exam is meaningless if you don't put it to good use. And Null is right; as long as people can understand what you are trying to say no one cares if you forget a period or whatever. But many times I find myself having to re-read your posts to even understand what you are trying to say.

I laugh my ass off at those who claim "perfect grammar" is a waste of time. Or how even posting a thread like this is very elitist and therefor a waste of time. Y'know, that's just a feeble excuse to not "waste your time" upon getting an education. No, I'm not "wasting my time" when I write this post, I don't have to slow down to check my grammar. If there's a mistake in here, it's a typo... I don't copy/paste it into word to check it, nor do I go over it carefully... or even think when I write. It is natural.
I tell you, if you're worrying about wasting your time, you shouldn't be at a forum discussing video games and grammar

That stuff is a waste of time, having perfect grammar is not. What I am saying is... that there are those (like me, har har... har) that can have perfect grammar without wasting time.
