Go into the System Preferences and click Software Update, it should detect that you don't have the latest version and bring it up on the list of updates.

Yes, it's free. You have to OS X version 10.2 or higher though. You can't upgrade free to 10.2 you have to buy it, there's many major inprovments in it though and some new stuff. It's called Jaguar.
