Shenmue II got released in Europe and Japan on DC. 2x comes out before the end of the year on X-Box, but if you don't want to wait you can import the PAL version but you will need something like DC-X to surpass the territory lock...
Oh and about needing the ending, it's not there. Shenmue II will just leave you waiting for III...

This is DC-X. It will pass the territory lock for you. Just pop that in, turn on the DC, let it load, take it out, and then stick in the PAL Shenmue II...

Shenmue 2 was bought up to be an exclusive title for the X-Box in America by Microsoft. However that's as far as its exclusivity goes, to the borders of America. The game isn't exclusive anywhere else in the world which is why Sega were able to release it in Japan and the UK. It is also my understanding that this 'exclusivity deal' has a time constraint on it however I am not entirely sure of this.
If you want I can make an extreme spoiler post about the storyline of Shenmue 2 but trust me, you really want to play this game and find out for yourself.
Yes Shenmue 2 does leave you wanting Shenmue 3 as much as 1 made you want 2, but a large chunk of the storyline is revealed. Not only that but it's a great game.

A few stores like Babbage's sold ports of ShenmueII along witn mod-discs but you can't get that anymore. Now you'll have to order from import sites. DreamcastIGN had a special a little while ago about import websites to buy games only released in Japan or Europe.

I bet Shenmue III will also leave us hanging. Btw, how many total chapters are there in Shenmue?

Its got that many chapters, but now there are several chapters to a game so there won't be that many.
ShenmueII was chapters 2-4 I think.
