I usually text people back when I'm drunk, and the only time I'll text people when I'm drinking is if I miss them, or if I can't hear them via phone.
The best thing I did though, when my friend lived with me, I was drunk one night, and me and her got into a huge fight - so I wrote her a note and stuck it to her mirror in her room. The note started off with "I'm not drunk at you."
