They could have, if they would have kept the same teams or at least similar ideas from the Dreamcast time. It had alot of good games that never got to see the full fruition due to its 'quick' death.

Back in the day when they first became a third party, my opinion was that if there games and franchises had enough mass appeal to begin with, their consoles wouldn't have struggled along for 3 out of the 4 generations they took part in...

Then not only did their games apparently not have the mass appeal, but they've taken quite a hit to their quality as well...
But I haven't actually payed attention to their sales numbers so I'm kinda just making stuff up to bring up a point that I'm not necessarily trying to make...

So it is a sequel to Sonic and the Secret Rings.
But has analog control now which doesn't really make it much different than Unleashed except Sonic is in Arthurian time.
