which ones cant you delete? some you have to turn off in options because they're system files which cant be deleted.

Most are files I've downloaded and have become corrupted. Many empty folders that just refuse to go away.

everything most certainly can be.
sometimes if files are carrupt, you need to defragment the hard drive in order to delete them
