What I took from the trailer was that this is basically a version of Orwell's 1984, but with a violent male superhero protagonist. The "Big Brother" government is obviously meant to be the current united states, with the references to a government that rules through fear and asks you to "remember November 5th" (another obvious reference to 9/11). It basically looks to be a reiteration of the modern gripes that much of the left have of the current administration, but magnified about 1,000 times that of reality.

I don't really mind non-conformist films that have a message, I just like them to be artfully done, like Dr. Strangelove or American Psycho. From what I've seen of this film from the trailer, it doesn't look all that subtle or artful.
