Well, I have resolved the problem and figured everyone would like to know what it was... and for future reference for anyone who might have the same problem.
It turns out that the IP of the modem here is almost identical to the IP of my router. So my computer was having difficulty deciding what to connect to. We changed the IP address in the router so that it was not so similar and now it is working great.
I called customer service again today after my failed attempt at exchanging the router and the guy I talked to knew exactly what to do. Apparently the guy I talked to yesterday is not aware of this issue because he had no clue.
Anyway, problem solved...
And I have a new mouse.
