Yes. We have not announced a schedule yet, but we will be making new downloadable multiplayer maps. They rock too. I've played a couple. There will likely never be downloadable Campaign content, however.

There's no way on this earth that Halo 3 will be released Feb 9th. That would defy all laws of God and man. Even if money was no object and the survival of the human race depended on it Halo 3 will not be released Feb 9th. I would be shocked if it was even an annoucement concerning Halo 3.
