I disagree. Its not the developers job to regulate the quality of their product, its their job to make money and report profits back to their investors. If they got your money, their job is DONE.
It is the consumer's responsibility to shop wisely. If you make a crappy product, people will not purchase products from you anymore or will at least be very hesitant to do so in the future. On the other side, if you make a great product, customers will flock to you. An example of this is Dell, who is now the standard of quality in PCs. Meanwhile Gateway's profits and credibility have plummeted paralleling the incresingly shotty quality of their product.
Take responsibility over your purchases. If you buy a shoddy product that costs more than its worth, its YOUR fault, not the developers. There are more than enough resources online alone (IGN, Gamespot, Gamespy, etc.) to aid you in making smart gaming purchases.
