Just to make sure, did you type the billing addres correct? It's the part where most people screw up the most. I've know some people that have wrriten the incorrect one (not the one of the credit card). A friend of mine had a similar problem. He moved and fogot to change the billing address. Has your friend ever moved? Well anyway, I hope Sega replies and you are able to finally go online. I'll see you there in... One Week.
