Mario Kart goes both ways. The opposing AI is better if you're in first. But if you crash repeatedly, the karts ahead of you actually stop racing. The dots still slowly move around the track, but that's not where the karts really are. It's designed so no matter how poorly you perform, you can turn around and be passing another kart within N seconds.
Also, it's programmed into a game that when a person is so-close to finishing a race, the blue shell will appear. So getting hit when you're about to cross the finish line isn't unlucky, it's part of the design
