Well I sent Hotmail an email on the matter and they responded a little later than they promised, but they certainly seem very nice and understanding on the matter. Here's what they had to say:

"Hello Jason,


Thank you for writing to MSN Hotmail. I apologize for the delay in responding to your message. Every message that Hotmail receives is very important. Unfortunately, we recently received an extremely high volume of e-mail messages. Thank you for your patience.

My name is Lovella and I am responding to your inquiry about your account's storage capacity that has not yet been upgraded. I understand how important it will be for you to have a bigger mailbox in order to store more important messages.

We are still on the process of upgrading all free accounts to a larger storage capacity of 250MB. There are still a lot of free accounts that has yet to be upgraded. Please do not worry as we did not leave you behind. You are important to us, and our Technical Support Engineers are working hard on this, so you could enjoy the benefits of a 250MB account the soonest possible time.

I understand that it's taking us some time to finish the process and I thank you for your patience. With over 170 million accounts, we would like to make sure that the performance of each account will not, in any way, be affected. As our valued customer, we always would like to provide you the best possible e-mail experience using our service.

Thank you for your continued understanding and support to MSN Hotmail. If you have other concerns, please do not hesitate to contact us. We will be glad to assist you.
