KillerGremlin doesn't need elevators. I can just become invisible, fall through all the floors, and reappear at the bottom. Duuuuuh.

The Citadel has different modes of transportation, the main mode being dropships. There are also high speed elevators, normal elevators, and if you really wanted to, you could jump from the top and land in a suspension field. Plenty of ways to get off The Citadel in a hurry!

What if you time it wrong and go beneath the building?

You havnt played much HL2 have you? There are force fields everywhere that intruders/escapees cant get through as well as a bunch of me's roaming around all over. And we have a teleportation device in the works.

We like to live it up in style, all our floors are either made out of the same material that superballs are made out of, or they are padded with pillows for maximum comfort. It's not a biggie.

Also, our citadel has a basement, several in fact, so it would be pretty hard for me to go beneath the building and have any major problems.

I said there was a dropship, it doesnt even have guns. And I dont have any superpowers so throwing in objects that would help me's out and stay in context with me's being Combine Soldiers is the next best thing.
