Tails rules...o wait, maybe im thinkin of knukles...i cant remember, wtv, its the guy who acts all slick and stuff.
Back on the voice thing, i think games like PD will have some full voice acting, along with perfect lip movements.

They were quite cool, and Sonic was always a bit like that.
Example: one time Tails thinks Sonic's dead. So he's saying somehting like 'He was the best Hedgehog ever!' and then Sonic re-appears and says 'Tell something new for a change!'.

And that was at least 6 years ago!
