Could it have something to do with that program you installed that was supposed to increase your connection?

26.8 kilobits per second
How communication devices are rated. Kilo means 1,000 and mega means 1,000,000. Examples include 56k modem and 10Mbit Ethernet
3.3 kilobytes per second
The way data is measured on your hard drive and how file sharing and FTP programs measure transfer speeds. Kilo is 1,024 and mega is 1,048,576.
5.2 minutes
The time it would take you to download a 1 megabyte file at this speed.
Compared to all connection types worldwide, yours is poor
--------
Disgusting huh?

Hmm... I checked here at school... decent results.
2003-06-12 13:27:34 EST: 13554 / 13921
Your download speed : 13554793 bps, or 13554 kbps.
A 1654.6 KB/sec transfer rate.
Your upload speed : 13921113 bps, or 13921 kbps.
Seems like broadband .. above the 1mbit barrier!
lol, and this is in a full lab... I wonder how fast it is when there is less than 5 peeps online in the whole library.
-EDIT-
as for the second test:
-4.7 megabits per second
-Your raw speed was 4711178.71 bits per second which is the same as
-575.1 kilobytes per second
-1MB file download: 1.8 seconds
The time it would take you to download a 1 megabyte file at this speed.
Compared to all connection types worldwide, yours is fantastic
