No portal storms! The portal storm happened after The Citadel exploded. We dont want that to happen.
And I have no problem with a portal system but they were more so developing a teleportaion system. The Combine had just made one in Nova Prospekt and although it exploded, the data for it is probably still lying around somewhere.
Haha, that can be my super power, implementing Combine technology in the story. 
And Bond, your pushing it. Do you wish to evoke the wrath of The Combine Overwatch?

Theres no Overwatch. They only exist in the Half Life world. You cant make up the universe, plus it would imply that the world is ruled by the bad guys. Which is isnt.
