GameTavern Mario Kart Tournament Rule #3:

Any participating member who does not bear the official GameTavern insignia upon their kart during all races will lose a total of 15 doubloons per day per violation.

Way to make it like any kart racing game other than Mario Kart.

There are a multitude of ways to avoid red shells including corners and holding a green shell, banana peel, or fake item box behind you.

There's really no point to limiting item uses. The percentage of how often you'll get each item is based on your place in the race. For example, you'll almost never get a lightning bolt or star unless you're in 7th or 8th place. Whereas if you're in first place you'll generally be stuck with green shells and banana peels.

It's a built in "catch-up" mechanism that every Mario Kart has had.

And despite being slightly unfair, it works amazingly well at what its designed to do: Keep the races interesting.
