Open Steam, at the menu if you see Monitor click on it, otherwise in lower right corner, right click the steam icon and choose Monitor.
Or if you need proof the patch did come out, go to
www.steampowered.com/status and the little dip in the grey line at the bottom is the time the patch came out.
