So far its really good. If you've played the first two on Saturn (PD and PD Zwei) you'll know exactly how this one plays. There are 10 episodes which can be played on Easy, Normal or Hard.
Gameplay is very much a rail shooter. You fly along and lock on and shooter a variety of rather bizarre, beautiful aliens. The different dragon forms play a major role in gameplay as its required to switch between all three near constantly in many levels.
The coolest thing about the game is Pandora's Box. It basically functions like, say, the Crazy Box in Crazy Taxi allowing you to unlock a variety of mini-games, cutscenes, a fully emulated Panzer Dragoon, and a bunch of other neat things. The mini-games are actually, in some respects, what make PDO. They're pretty entertaining and surprisingly, at times, elaborate. The mini-games also blend into the whole PD universe, and Orta's plotline, marveulously. You actually play a series of levels following a simply Imperial pilots quest to actually kill Orta and the Dragon. Its all pretty cool.
The graphics are among the best I've seen in an Xbox game. They're beyond words. Though, personally, I thought Otogi was a cooler looking game. But I digress...
