I think he is a bit too enthusiastic considering that he is annoucing people dieing.
Its like in the Burnout (Not sure which one) crash mode where people applaud you on how many cars you total.

3, 2, 1, Goooooooooooooooooooooooooooo is from F-Zero X. I had a friend that refused to play that game JUST because of that stupid voice at the start of the race. Couple of years later he admitted that he actually liked the game.
