Yes, there is a "Matrix in the Matrix" as I see it... and the computers have nill power in the true real world, perhaps.
As the architect said, there were a few rejected forms of the matrix: A perfect form, which was rejected by the majority... and an "accurate" form, which was only rejected by a a small fraction of the population. Then, he implied, they made a flawless matrix which nobody could escape. That is, a matrix that has a false sense of freedom attached.
