Why would someone want a PSP that only plays games when they could have a PSP that plays games as well as other things? You aren't forced to use the other features. If the price is too high, they can buy a GBA. Again, different markets...
Is everyone trying to say that the PSP will be a failure? Because if that's what you want to say, say it. I would simply disagree with you.

PSP doesn't play GBA games, you're changing markets here.
People may want to play games on a PSP, and not use it as a crappy PDA. But guess what? You're paying for the PDA. And don't put PSP and affordable in the same sentence, not a good idea
If I want a PDA, I'll buy a PDA (Well, another one anyway). Makes a much better PDA than PSP. If I want a portable DVD player (which PSP is not), I'll buy a portable DVD player. If I want a game system, well, I can't buy PSP, because it would be a waste of money. I'll take my nice and small PDA with me, and if I want to play games, I'll bring along my GBA, and if I want to watch a movie, my portable DVD player.
If I want to make a phone call and play games, I'd rather have a cell phone and GBA. Then when I know I won't be playing games (99.9% of my life), I'll have a much smaller and more practical phone.
