Well, mags can have three Photon blasts. Except the System Mags becuase you have to start with a Mark 3 system cell which has to be used before the mag reaches level 10 (when it gets its first Photon blast) and since the mag won't ever evolve again it (Unless with another cell which won't give you another PB) it won't have any PBs.
