It does.... Kind of....

WW takes place at least 100 years after OoT (some say a century, others say centuries... translation stuff....). It talks about the Hero of Time and how boys now wear green clothing similar to the Hero of Time's. There are also several other connections to OoT's story, but I don't think any of them are so major that you need to play OoT to play WW.
