yeah, i remember hearing that nintendo was giving sony problems with their addon so sony left at the last minute to try to make their own console and beat nintendo. since PSX was a CD based system and N64 was cartidge based, most developers found it easier and more efficient to develop games on CD. therefore PSX had WAY more games than N64 and a WAY bigger user base too.
