Let's say a game is running at 60fps, right? Constant for the sake of this example. Normally, which is called interlaced mode, your TV with display all the even lines on one frame, an all the odds on the next. So in reality, you're only getting 30fps, because you only get a half frame each time.
In progressive scan mode, the TV displays the entire frame each time. So when playing at 60fps, 60 full frames are drawm every second.
The result is a much clearer picture, with better color, and it can handle speed a little more smoothly.
