They call it streetview because this function is used primarily for streets. If you look at the United States, you can view a good amount of the streets using that function. There are locations in Europe and Australia as well that have it. There could be more locations in the world, but I'm just not aware of them. But, basically, that's why they call it street view. And yes, it's a bunch of photographs every few feet, so it's basically as if you're on the street driving along.
By the way. If you download Google Earth, you can go to Mars, the Moon, and the Sky. If you go on the Moon, you can zoom into the landings and use the "streetview" function to see actual pictures taken on the moon, in the exact locations they were taken.
