You need one perfect round and one ultra combo finish in order to get Akuma. To get the next guy, you need to beat the game WITH AKUMA and have two perfect rounds and THREE ultra combo finishes. I'm not sure if you need to beat it with Akuma and then you can beat it under those conditions with anyone or if Akuma is a must. Judging by Akuma's storyline, I would assume it is Akuma.
