Wait...wut? The Pacificans attacked San Francisco, which is the western US which I imagine is where the PACIFICANS are located, and the eastern US takes that as an act of war?

So the eastern US just expected the western US to not do anything about the eastern just casually strolling over/through the city.

I'm confused
