It is time consuming, but it's not difficult to get the hang of. There's lots of help for it on the net, and it comes with a sample game that you can explore to see how certain things are done. I think it's easier to use than the RPG Maker 2000 translation for the PC. The best thing to do is to plan ahead of time what your characters, weapons, maps, etc will look like. Drawing things out on paper first makes it a lot less frustrating.
