WoW does not come with voice software integration. You must use a separate program such as Team Speak or Ventrillo. Frustrating, I know, but it's almost a relief to me. Blizzards servers have enough trouble without audio taking up bandwidth.
For small parties this can be a problem, but if you're raiding with a guild you'll generally find the guild has their own Vent or Teamspeak server they have their members connect to.
