Well, I think Justin brings up a valid point that Xbox's user base in Japan is the smallest and that the Xbox has been there for not nearly as long as both the GameCube and Playstation 2. But there are also other reasons the Xbox isn't selling so well in Japan right now.
First of all we all know that the Japanese hate American products. I know that may sound like a bad excuse, but it's the truth. Also Microsoft currently has under development around 50 Japanese exclusive titles for the Xbox console. Right now really the only game geared toward the Japanese market is Dead or Alive 3.
So I would wait until Microsoft does release some of those Japan exclusive titles and see how they do. Remember that the Xbox could have games in the 50-60 range which wouldn't be that bad.
