Nope, various places have already confirmed that they made the guy up completely instead of using one of the game's actual characters...

Kinda neat if ya ask me... it would be even neater (is that a word?
) if they made him a HIDDEN character... like somewhere deep in the game that's very hard to find, you come across his story
