Except that it would have been forseen... You can't nuke somplace and
not forsee a "tragedy" (in quotes because the people who would nuke the place would obviously not think of it as a tragedy).
Let's all imagine that some faction in the US begins terrorizing various countries... Somebody (let's say France, to inject some humor) gets ticked off and nukes the entire bloody country just to get rid of that faction.
Of course all the Americans (and I would be surprised if a few Canadians and Mexicans) would die. Or at least 99%. A lot of us. Now wouldn't that just be a bust? We'd all be dead because of a group of people who didn't like everyone else...
