It's another BS game being played by the bastards of the gaming industry.

Sell the worthless box for cheap, advertise it as much. Sell a more expensive version, including all the components you need and a couple you don't want. Produce a very offset number at launch, forcing nearly everyone to purchase the package. Count your cash. Count your pissed off customers.
