They had running zombies in the remake of RE1... Chances are these guys are the same as, or perhaps modified versions of the villagers in RE4... Considering the new storyline they came up with revolves around that parasite deal ;o
The location appears to be yet another run down little town in some random country... And I'm sure it will lead to more ridiculous locations as the game progresses and you blast your way through scripted ambush after scripted ambush while wading through a joke of a story as a character with over-the-top baditude...
I kinda miss the spooky mansion days of RE :<
