Ermmmm last I heard, the city it takes place in will be ripped straight from GTA3 (it being Liberty City and all) with a few new places to go.
However that doesn't mean it won't have some of the nice refined features that GTA:SA had...
GTA got better due to various gameplay additions, not a change in city.... Well I guess in SA it was somewhat better due to the sheer huge-ass-ity of the gameplay area, but still :>
Oh and I'd like to end on a note that I got probably halfway through SA before my attention shifted to other games, and so far I havn't gone back...
