Bad idea. if left that way, the online would be like it is on PS2, without much downloadable content and things, and if there is some downloadable content, some will have it some wont.
Then developers, knowing PS3 doesnt come with a HD, will be unwilling or unsure about making games that take full support of a HD, because they would only reach half the userbase, so there wont be many games that take full support.
addons fail, and they fail for a good reason. you cant cut half your userbase up, and throw games out there that only half can use. it wont work and it wont happen. (a game or so here and there at most)
i believe they'll rethink this and wise up just like MS did when they were considering not releasing with a HD. i think sony will end up putting in a basic/small HD in with every unit, this gives basic HD support to EVERYONE and lets every game use it. if the PERSON needs more space then he/she can decide to buy a bigger HD.
Releasing without a HD is a stupid stupid move, and one i hope sony see's soon.
