Stormtroopers
aren't clones. At least not all or even most of them (or even a large minority). What happened was that as the Empire spread, it became unnecessary to pay for all those expensive clones. So the Empire slowly began to replace their Clone Troopers with colunteers and conscripted soldiers.
The clones are just where they originated.
