Hm.... it depends on the situation. If you're in the middle of nowhere, but you know a friend's near, you should call him first IMO.

But why not call them all?

OR as those above me say, get out of the car!!? If you can't open the door because of the water pressure, you should open the window. (wise lesson of the day?)
