If you notice Typhoid the only country that we stopped from having nuclear devices aside from terroist havens IE Iran ect. is Iraq.. We havent' stopped N. Korea or anything we've done peace talks and whatnot but we never said hey NO and then smacked their hand so I don't get what you mean otherwise if not Iraq we do have a treaty with the rest of the UN to get rid of WMD for the betterment of the world and if you check since the end of the cold war we have been doing just that getting rid of nuclear missles..
