Ok ok, think about it this way.

What this means is MS has 'shipped' 3.9 million to retailers, though this would mean that 'MS HAS SOLD' 3.9 million to retailers.

The actual amount 'sold by the retailers' is less.

Hence, 3.9 million have only been 'shipped', and somewhat less has been 'sold'.
